This plugin is not subject to the GDPR as it does not store any sensitive information except for the ones used on WordPress and WooCommerce, which are already handled through their software.

The plugins are compatible but are not integrated. You can try them out together in the live demo, click on "launch admin demo" to enter the backend. Once in the backend you can activate the Composite Products plugin, you will find it in the "plugins" menu on the left.
In this case, these are two different price lists, so you can achieve your goal. You only need to set a specific discount for dealers on the sale price (e.g.40%) and a discount (e.g. 3%) for customers as explained in this section of the official documentation.
